Become identified with the 70 agencies in Our Community creating real, lasting change for the people of South Hampton Roads. United Way of South Hampton Roads maintains policies and standards that govern the process for evaluating agencies seeking certification and participation in its annual community campaign. The local United Way service area includes: Chesapeake, Norfolk, Portsmouth, Suffolk, Virginia Beach, and the Isle of Wight, in Virginia. The certification evaluation is available to organizations whose primary mission is local, direct health and human service provision to individuals, which abstain from public advocacy and identification with controversial, political causes or candidates, and which comply with all the standards outlined in the United Way Certification Guidelines. These Guidelines govern only certified agencies and qualify approved agencies to be listed in the United Way campaign brochure and other materials. |

Community Funding Volunteers conduct Site Visits and review and evaluate UW Certified Agencies, categorized into four panels. After extensive deliberation, each panel recommends funding for each agency based on their need, the impact of the services they provide, management, and other factors.
The community funding process consists of two cycles of agency review (“A” and “B”) which alternate by year. Each Certified Agency must complete an annual Re-Certification application which requires it to submit much of the information volunteers need in order to make fair and informed decisions.
Panel volunteers have backgrounds and careers in many different areas, such as social work, banking, legal, education, and business fields. In addition, many volunteers have had experience serving on boards for local non-profit organizations and churches.

Each Volunteer Panel is comprised of 10 or more volunteers, with necessary technical assistance and support provided by United Way professional staff. Panels are divided, to the extent practicable, according to specific human service goal areas. Each Panel reviews a select group of agencies, which are generally assigned to it based on the funding level provided by United Way for each agency's program. Agencies in Category II designations-only status do not submit an annual funding request. However the Volunteer Panel reviews agency governance, management, programs, and Outcome Measures during on-site Re-Certification and Program visits to those agencies.
Volunteers assigned to each Panel are chosen on the basis of their experience in community and professional services to include, but are not limited to: human services management, finance and administration, legal, health and medical, education, or other skills. They frequently have extended prior involvement with private charitable organizations, including prior leadership volunteer service. They are broadly representative of the organizations and firms who generously support United Way in the annual campaigns that it conducts.
